7月20-21日,在公司基地一樓會議室,公司召開2023年上半年生產經營分析會。公司領導、機關部室和生產單位負責人共41人參加會議。會上,各鉆井隊,壓裂、固井、定向井項目部、國際部匯報了上半年生產經營完成情況,機關各部門匯報了上半年工作完成情況及下半年工作計劃。
會議邀請光大證券總經理孫丕湖作正通油氣上市工作啟動報告。
會上,公司常務副總經理余可宣讀了干部任免文件。并對上半年工作進行總結,安排了下半年工作計劃。
公司董事長李熙作了重要講話,他指出,對上半年鉆井各項目部及井隊取得成績表示祝賀,淺層鉆井施工隊伍表現突出。但總體來說,時間過半,目標完成未過半,下半年任務艱巨。壓裂項目部雖離任務目標有一定差距,但下半年工作量部署可觀,壓裂項目部應充滿信心,加倍努力。海外項目部在完成既定目標和任務的基礎上,應加大市場開拓力度,多點開花。
李熙強調,公司要在全球經濟增速放緩的大環境下保持穩步增長性及競爭力,實現產值利潤及上市工作目標,就要抓住一個關鍵點、五個關鍵要素。
一個關鍵點是要對民營油服企業在行業內的定位有信心。中共中央國務院發表關于促進壯大民營企業的意見指出,民營企業是推進中國化現代的主力軍,是高質量發展的重要基礎,是推動我國全面建設社會主義現代化強國實現第二個百年奮斗目標的重要力量,我們要堅持社會主義經濟改革方向,堅持營造法制化、市場化,國際化的營銷環境,優化民營企業的發展環境,保護民營企業的產權及企業家的權利,讓我們各種經濟權益平等化獲取生產要素,公平參與市場競爭,平等受到法律保護,促進民營企業做大、做優、做強,在中華民族偉大復興擔負起更大使命,承擔更大作用。中央深改委會議強調油氣體制改革的基本目標是要回歸油氣商品屬性。中央根據油氣行業運行特點確定了“管住中間、放開兩頭”的基本改革思路,即管住產業鏈中間的管網輸送環節,放開可以競爭的上游勘探開發和下游加工銷售服務環節,通過公平競爭釋放市場活力。自治區黨委十屆八次全會指出著力釋放優勢能源潛力、高質量建設包括油氣生產加工產業集群在內的“八大產業集群”,推進全面深化改革,著力打造市場化、法治化、國際化營商環境,促進各類市場主體競相發展。關于油氣的改革等政策體現了國家、自治區對民營企業的重視,大家要對行業對企業有充足信心。
